Shields, M.E.
Lowell joined Capital
Engineering right out of college in 1979 and
has been an integral part of the Firm's success
ever since. Under Lowell’s leadership, CECI
has evolved and grown into one of the largest
and most respected engineering firms in the
State. Lowell’s expertise in sustainable building
practices, commissioning, and seismic issues
coupled with active partnerships in State policy
making on educational and healthcare facility
design enables Lowell to position the firm on
the forefront of the industry.
John Lionakis, M.E.
John joined Capital Engineering Consultants, Inc.
(CECI) in 1982 shortly after receipt of his Bachelor of Science, Engineering
Technology degree from California Polytechnic State University, San Luis Obispo.
Through his successes at CECI, John has developed expertise in management, mechanical
design and supervision skills, earning him the role of Principal and Vice President
of the Firm. As a result, he has developed expertise in energy conservation, complex
mechanical systems, building management systems, fire protection, sustainable design
and large built-up mechanical systems.
Thomas A. Duval, M.E.
LEED Accredited Professional
Tom joined Capital Engineering Consultants, Inc. in 1983 shortly after
receipt of his Bachelor of Science, Engineering Technology degree from
California Polytechnic State University, San Luis Obispo. His experience
encompasses heating, ventilating, air conditioning and plumbing systems.
He provides expertise for a variety of facilities including buildings which
facilitate convenient service and create a sense of community pride, hotels,
civic centers, libraries, medical, military, correctional, community centers,
fire stations and educational facilities. An example of Tom's skill includes
Truckee Middle School, one of two projects statewide, which were awarded the
California Energy Commission High Performance School Grant for energy efficiency design.
Michael C. Minge
LEED Accredited Professional
Mike has served as Project Mechanical Engineer/Mechanical Designer for HVAC and
plumbing on more than 900 projects since joining our firm in 1980 after graduating
from Central Washington University. His responsibilities encompass providing day-to-day
“hands-on” management for the mechanical engineering design team, development for design
concepts, supervision and management for projects which include educational facilities,
community centers, aquatic facilities and commercial offices. Michael is currently a member
of American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) and
American Society of Plumbing Engineers (ASPE).
Steve Myers, M.E.
LEED Accredited Professional
Steve graduated with a Bachelor of Science from the University of California, Santa Barbara in
1979 and joined the Firm in 1986. Steve continues to apply innovative master planning and design
solutions to new and renovation projects for healthcare, office buildings, laboratories, kitchens,
and educational facilities. Steve has been a member of American Society of Heating, Refrigerating
and Air Conditioning Engineers (ASHRAE) since 1986.
Bryan Johnson, MBA
Bryan, holding a Bachelor of Arts degree from San Diego State University and a MBA from University of
California, Davis, has been involved in the leadership of Capital Engineering Consultants, Inc. since
joining the firm in 1997, becoming a Principal in 2000. Bryan has 25 years experience in a broad array
of project types and sizes including central plant, office, large retail, military, energy management, hotel,
laboratory, educational and healthcare projects.
Additionally, Bryan is skilled in detailed life cycle cost
modeling to scrutinize multiple, viable alternatives which will reduce energy consumption and long-term maintenance.
Bryan is LEED-trained on accepted energy and environmental principles that strike a balance between known effective
practices and emerging concepts.
Anthony Colacchia, M.E.
Anthony, a LEED-trained engineer, graduated from California State Polytechnic University,
San Luis Obispo and joined CECI in 1991. His project experience encompasses commercial office
buildings, criminal justice facilities, healthcare facilities, airports, higher education facilities
and parking structures. The production team that Anthony manages is focused on Healthcare and Civic Projects.
He has worked on a wide variety of buildings such as the Sacramento International Airport, Governor's Office of
Emergency Services, Capital Area East End Complex, and University of Irvine's California Institute for
Telecommunications and Information Technology. He is proficient with large central heating and cooling plants,
built-up air-handling systems, sustainable and energy efficient design, hydronic systems, laboratory and prison design.
Anthony is a member of the American society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE).
